Yes, you have to submit an idea or an outline first. You should have a clear idea of what your book is going to be about, its length, market, etc, and you should be able to provide a synopsis of the whole work. If they like the proposal, they may well ask to see your first three chapters, or even the whole book, so make sure you’ve written it first!

It depends on their guidelines, they should have websites, and that’s a good way to check a company’s legitimacy. Not the quality of their website, because some are still behind the times unfortunately, but, they should have a list of recently published novels/books. What you want to do is write down a few of these titles and head to your local bookstore, if you find any of these titles, the company is a safe bet for being legitimate.
The publishers will also advise you on how to send your manuscript.
If a publisher does not accept unsolicited manuscripts should I send a query letter?
I want to make sure I understand the purpose of a query letter. If a publisher doesn’t accept unsolicited manuscripts they will accept a random query?
Should I include a cover letter to a publisher who accepts unsolicited manuscripts?
I would like to submit some of my picture book stories for publication. I have a list of publishers who accept unsolicited manuscripts of that genre. I have two questions:
– Should I include a cover letter with my manuscript, or is that just a waist of time and paper?
– Can I include more than one manuscript in an envelope (none are more than 3 pages long) or should I send each one in a separate envelope?

So i’m flicking through my list of agents, but some of them say no unsolicited manuscripts? I know what the word means, but not in the writing sense. Can someone clear this up for me please?

I have a book already written, but I’ve been looking through many publishers and none of them accept unsolicited manuscripts. Could I get, at the least, a couple to a list of publishers that will accept an unsolicited manuscript? The book genre is a drama/autobiography mix.
What are the names of some poetry publishers that are currently accepting unsolicited manuscripts?
I have been trying to find a poetry publisher for my book of poems, but most of them keep saying that they are not “accepting unsolicited manuscripts at this time.” Do you know of any publishers, or mags that I could submit my poems to, including chapbook publishers?
Note: I do not want to publish my work with poetry.com, Publish America, Authorhouse, or lulu.com.

Your best bet is to get an agent to deal with the publishing house. Specifically one that has worked wih poets before. They can get through to someone that will be friendly to your work. With no representation it makes it difficult.
There are Websites to help you find an Agent who works with Publishers, agentquery.com that will help you find an agent in your genre and most of them will accept unsolicited manuscripts though they will ask for a certain number of pages, they will post it in their information if they do not want unsolicited manuscripts.
