Please, pick up or borrow a copy of “The Writer’s Market” and start learning everything you need in detail. Editing, manuscript format, query letters, agents, publishers, submission guidelines, etc, etc. This will be your writing/publishing bible.
If you want/expect to be published you’re going to have to take the time, effort, discipline, and commitment to doing your research thoroughly.

First off, I need to point out that 15 is rather young to be a successful author. I presented a blog on this subject quite recently (see http://ajbarnett-story.blogspot.com/2008/08/age-limit-publish-publishing.html for details).
In brief, the problem boils down to experience. Successful novels are written by using first-hand experience. At such a young age, the story will probably contain second-hand information, not first-hand …. and the difference will show.
If you’re determined to go ahead, if you truly believe you can present a mature and professional manuscript, then you can find a list of reputable agents and publishers in trade journals such as http://www.writersandartists.co.uk/
All publishing houses and agents should be free. You should NEVER pay to have your work published.

You don’t have to pay a ligitement book publishing company to publish your book. Nor do you have to pay an agent to send your book to a publisher. The reason being is because they make money off of your book when people buy it just like you. That’s like acting, actors don’t have to pay to be in a movie. The producers get paid off of them. If you are ever asked upfront for money to publish your own book. Run like the wind, those type of compaines take advantage of young and niave authors.
All real publishing is free.
It’s only self-publishing that will cost you money.
Assuming you have a finished MS that’s been edited you need to either find an agent or research publishers that accept unsolicited manuscripts (in your genre of course).
The book Writer’s Market will be helpful for both of those tasks.

Your best bet is to find an agent who represents non-fiction and the agent will find a publisher using his/her publishing contacts. It’s not easy finding an agent or publisher, though. Make sure your book is edited and that you get feedback from other writers. GL.

You can publish books for free on Bookrix.com. Sadly though, you won’t get any money. I prefer publishing this way however because I don’t need fame and fortune. I’m satisfied with one or two people liking my books.

OK. STOP. You are not looking at publishers. You are looking at vanity presses or print-on-demand companies. These are not real publishers.
A real publisher prints, markets, and promotes your book and pays you a royalty. There is no such thing as “the best one.” What is best for you is dependent on the type of work you are looking to publish. In reality, the “best” publishers for first time writers are probably small presses. They are often the most willing to consider unagented work. While they tend to pay lower advances, they also tend to pay more individual attention to their authors because they produce fewer titles. Some small presses specialize in children’s books, others in chick lit, etc. You need to research individual publishers and see:
Who is accepting manuscripts
Who publishes what
Who has a good reputation
In all of the above, Google is your friend. If you enter a publisher’s name with the word “scam” after it, you’ll get a good idea of their reputation. While all publishers have one or two disgruntled authors, if your search turns up dozens of pages of authors accusing a publisher of being a scam, run.
