It all depends on your approach and needs.
When I self-published a regional photography and history book, it was a lot of work but my out of pocket costs were minimal. Two or three proof copies were really the only cost I had. I did all the layout and found retailers on my own. The books were printed on demand and purchased by retailers directly from the printer and I received my mark up, not unlike receiving royalties.
If you are not capable fo fulfilling all the duties of a publisher yourself, you will need to hire someone to do it for you. Whether you contract out each thing you need done individually or hire a vanity press, this can get expensive. Also, my book was a niche book, so I knew how to easily reach my target audience with no marketing expenses. If your book has a broad based appeal, marketing could easily become extremely expensive.
My rough estimate for a small project would be $40 to $2,000 depending on which extreme most closely represents your situation. Larger, more aggressive project could be many times as much.
You will get the most representational answer to your question by breaking down your own project and getting actual price quotes.
There are no playwrights left. Only copy writers.

The first step you need to take is learning how to use capital letters properly.
The second step you need to take is to write a book that’s good enough to compete with the one in a thousand manuscripts sent to publishers that actually get published.
The third step is to get yourself a copy of something like Writers’ Market in the US or Writers’ & Artists’ Yearbook in the UK and start researching literary agents. Most publishing companies don’t deal directly with authors and tend to work with agents instead. So when your book is complete (ie, when you’ve been through several drafts and don’t feel there’s anything further you can do with it) you need to start querying agents in the hope that they’ll like your book enough to represent you.
But seriously, sort out your capitalisation. Neither an agent nor a publisher will even bother to look at a manuscript with mistakes like that in it.
The costs of ‘self-publication’ aka vanity press, vary widely.
If your UK friend wants to go ahead with vanity press (easier to type) she will find that, to accommodate her wishes, the cost will be high for 1,000 books.
ADD: and please see below re: selling the books this way.
It would really be in her best interests to go ahead and follow all necessary steps to get her work published by reputable people in the ‘regular’ fashion: the kind in which the author is paid on publication, not paying others for publication.
The biggest problem with any in the business of vanity press is the small print. In other words, many (no, I mean MOST) such publishers do not:
1.) Provide an editor.
2.) Put out the kind of book desired, even after saying they will.
3.) Do not help an author promote a book, not in any way.
4.) Sometimes renege on contracts, and no resource can help the author if one does not do very thorough background checks, read any paperwork very, very carefully, or sends money and signs papers ahead of any sight of an actual book said to be the one as will be printed.
5.) Most books put out by vanity press are a ‘hard sell’ because of this lack of professional care (editor, quality, etc.) that a ‘real’ publishing house provides.
6.) Many in the vanity press business are simply unscrupulous.
Still…
If this author-friend of yours is determined to use vanity press, suggest she look into several ‘offers’ carefully.
Suggest she also realize that deep pockets (lots of capital) and good contacts in the ‘book sellers world’ (owners of bookstores and publicity people regarding books) are a Must Have for anyone to use vanity press with success.
The only one I know who has done this successfully to a large audience (thereby making him ‘sought after’ by regular publishers) is Paolini, and his success rested first on the determination and wealth and contacts of and made by his parents, for a couple of years or more, before his books hit the stands as ‘popular.’

Talk to the publisher, if it’s not mentioned on their website. The ISBN is the publisher’s responsibility, since some of the digits in it identify the publisher. You automatically have copyright in anything that you write. It’s not something you “get.” However, in most countries, the government has a department that records who holds copyright in what. This helps if you have to sue someone for infringing your copyright. In some countries, you can claim a larger amount in damages if your work is registered for copyright.
EDIT: Alikochic, I think you’re missing the point. An author can buy individual ISBNs (at $125 each!) but there is no benefit to doing this, unless the author is acting as the publisher – ordering a big box of books from the printing company, storing them in his garage, and receiving orders direct from readers. If the publishing company is the one who sends out the books to readers, then the book should have one of their ISBNs on it.
The ISBN identifies an edition of a book and who published it. It tells you who to contact if you want to buy a copy. It can’t be reassigned to another book, or another edition of the same book. It doesn’t have anything to do with who owns the copyright in the book. It therefore doesn’t matter if your book has an ISBN that belongs to the publisher or to you, since all it affects is who receives the orders.
The only time it would cause problems would be if you decided to stop publishing the book through whichever company you were using and move it to another company. If you’d been using one of the publisher’s ISBNs, you would have to get another one belonging to the second company. You wouldn’t be allowed to carry on using the first one, because anyone who wanted a copy of the book would contact the first publisher, and be told they didn’t have the right to print that book any more.
Having said all that, I agree with pj m – self publishing is the wrong choice for most authors, if they expect or want to sell a lot of books. The average self-published book sells something like 40 copies – which probably proves that the average self-published author knows that many people who feel sorry enough for him to buy it.
I’m quite astonished by the answers above – most of them are flatly incorrect, and others are merely misleading.
You do not need any permit from any government agency in the United States or any subdivision thereof to publish any book, in any format, ever. You, further, do not need any permission to attempt to sell it by writing letters. Not from anyone, ever.
You may, in fact, simply start copying and sending.
If you want to be perfectly legal with regard to sales tax, consult the tax authority in your state. If you want to *protect* your copyright, you may register with the Library of Congress’s Copyright Office, but there is no requirement that you do so – your copyright exists, automatically, by operation of law.
Publishing companies now have all the resources to publish children’s books with the same productivity and efficacy as that of regular black and white books. Considering the fact that most children’s book are in full color, you should choose a publishing company whose book’s are of the highest quality, bar none.
Primarily, after finishing the text part of your children’s book, illustration then will follow. Publishers have layout artists who will cover the part of your book’s design and format. You might a certain concept of how your characters will look like on paper so if you want to do the illustrations yourself, that might get you to save time more.
Self-publishing is one venue for authors who wanted to test how their book will fare in the market.
First is that you have to customize a plan that will work best with your book. List all the things your book needs such as book cover customization, editing, marketing, etc.
Second, find a publishing company that has everything your book requires. I know XLIBRIS has programs that are quite affordable and fits just what your book requires.
Third, go through production process and then see if the book meets your standards.

I have written a book that (I think) will be useful to professors of certain college courses (to use with their students).
The book is written. I can have it bound and copied easy enough (just a simple self-publish). I want to write a letter and send out sample copies of my book to college professors– along with an invitation to purchase copies for their class.
